The County Assembly of Kirinyaga has proposed the launch of a countywide business census aimed at strengthening local revenue collection. Members of County Assembly (MCAs) say accurate data on businesses will improve planning and help the county raise more funds from its own sources.
A business census is a detailed survey that collects information about all operating businesses within a region. It includes data such as business type, size, location, number of employees and income potential. This data helps governments make informed decisions on taxation, infrastructure and support for local enterprises.
The proposal followed deliberations on the third quarter budget implementation report for the 2024/25 financial year. The report was presented by the Finance and Economic Planning Committee, chaired by Hon. Kenneth Ndambiri, and detailed revenue performance, departmental spending, and development fund absorption.
Hon. Ndambiri noted that while revenue collection had improved, development expenditure remained low in key departments like Transport and Environment, with absorption rates of 29.6% and 33.6% respectively.
Hon. Grace Kamau noted that the Health Department had made the highest contribution to local revenue, accounting for 17% mainly through user fees and the Facility Improvement Fund (FIF) demonstrating the potential of health services in supporting both care and county income.
Hon. Peter Karinga highlighted underperformance in revenue generation by departments such as Transport, Lands and Agriculture and called for the recruitment of additional revenue officers to help close the gap.
Hon. Caroline Wanjiku stressed the need to motivate revenue officers and emphasized that a business census would provide accurate data, guide policymaking and ensure fair contribution from all businesses.
The report was unanimously supported by members, with MCAs agreeing that a countywide business census would not only enhance revenue but also aid in supporting small and medium-sized businesses through informed policies.
